I see once again the room is divided. I am going to say some things that are going to get under everyone's skin.
I think the room should be opened up again, meaning no flooding limit (or set it high so popups could be used again,) and no repeat limit. I am sure these restrictions were done because some people were irritated by other people who have a need to do the aforementioned acts, and they complained to the powers-that-be. The people who get irritated by it need to complain to the people that are irritating them, but also, they need to live with a little of the actions that irritate. We all do things to irritate other people, no matter what we do. Some of us are able to do it just under the legal limits.
The people that do like to repeat, flood, and/or use popups, realize that not everyone enjoys this stuff, and limit HIMSELF OR HERSELF, so we don't have people who might end up with legitimate gripes about flooding and popups, and make anyone feel we need "limits" again.
The people that holler to get kicked out, just leave. Come back when you are over your tantrums and play nice.
As for anyone being a "dictator", when the powers-that-be get complaints about activity in the room, the powers feel compelled to act, to make the complainers happy. Unfortately, others become unhappy because they feel restricted, which is what I think is the problem now. I say to the powers, to quote Ricky Nelson, "You see, you can't please everyone, so you might as well please yourself." I say to everyone, "Don't sweat the small stuff."
I would also like to leave you with this thought, "Treat others as you would like to be treated."
