Subject: TA finds new ways to expand budget surplus. Is murder Legal if its done by the MTA?

The Transit Authority is in the process of creating a new budget surplus. They will force Signal personnel to cross divisional lines to work in unfamiliar areas. Worse thing that can happen is a few of them are killed or injured. Next best thing is forced retirement, finally forced resignation in order to stay alive. Attrition:"A gradual, natural reduction in membership or personnel, as through retirement, resignation, or death". Apparently as far as the TA is concerned any one of the three will serve the purpose. If they get rid of enough of us they might even try it out on the weps.
