Could be either one. Start by jump starting the car, let it run for atleast 1/2 hour then shut of and re-start. If it starts then it was probably the battery, and if it doesn't start unless lumped then it is probably the battery. A car with a failed starter may not start even with a jump. You could also remove the battery and bring it to a place to have it tested.
