Well, as for the low battery/poor design, I think it is a good thing. When you start the car, in the first few seconds the SRS system goes through a self check mode. If there is low voltage to a section of the SRS system or a there is simply not enough voltage to do the self check, then the SRS system senses that there is a problem and in supposed to shut down, causing the SRS light to come on. This can be a good thing because it is suppose to shut of the SRS system, and prevent the bags from accidently depolying while driving the car.

My 95 Accord (within the same generation as the 97) factory manual does not show the code you mentioned. You may want to ask if they went through the full diagnostic procedure and went through the troubleshooting procedure?

An installation of an aftermarket stereo on my car would involve working in close proximity of the SRS wiring harness, so there is always a potential there if the 97 harness is the same, that your light could have something to do with it.
