I doubt that the cause is the elevation. The amount of oxygen at 3,000 ft should not be low enough to cause a problem. If you lived in the Rocky Mountains at "high" elevations then you would have to have the carburator air/fuel mixtures adjusted, but 3,000 ft just is not enough elevation.

With that said, have you had the cylinders checked for compression? That is a simple place to start. You may also want to check the fuel pressure at the carburator and check that the vacuum advace system is functioning properly.

The bucking of your car on the down slopes could be a sign of poor compression in a cylinder as well as a potential vacuum leak.

Have you noticed any subtle drop in the oil on the dip stick? Is the car burning a little oil on start up or during normal operation?

I found that with my 86 and 89 Accords (both carburated), a good cleaning of the interior of the carb while the car is running and the air filter cover removed usually smoothed out the rough engine. Be ware of the power of a vacuum leak on these cars. They can make you and the car feel misserable.
