Horns have probably rusted out. Check each horn (high and low) to see if that is you problem. Your car is at an age where they have a potential of failing. Aftermarket ones are cheap and are easy to replace if you are comfortable working on cars. It may be that the connectors to the horns have coroded and simply needs new connectors.
