You need to thoroughly clean the underside of your car, and then climb under there to see exactly where it is leaking. You could easily have a hose or pipe with a small leak that gets worse higher pressure.

Have you been using only Honda PS fluid? There is a difference - for some reason Honda required a special formulation in some years, and using other fluids can affect the seals.

On the reservoir overflow, there is a filter in the bottom of the reservoir that might be plugged and not allowing fluid to exit as fast as it enters. Or, there might be a sticky control valve in the controller on the rack or in the pump.

So, you really need to pinpoint the leak.

Leak stops are basically seal swellers, and they only work for awhile.
