is your car an automatic transmission? if so when you shut off your car, does the gear indicator by the fuel and temp guage show that you're in park? Im betting that thing that i think is called the key interlock solinoid is goin out.. im not sure if thats what its called... but it has something to do with a switch or something in the shifter console not showing the car is in park, allowing you to remove your key... next time it wont let you have your key, turn it back to II and dont start the engine, and look at the gear indicator in the dash. hope that was helpful.
