This may sound simple, but if you have an EX, try using a different key. My 99 I have had once in a great while will crank but not turn over, took the key out, and it starts fine. I think it was something to do with the immobilzer chip in the key. Try another key if you have one, maybe the chip in the key you are using is going bad. Also try taking it out, and maybe turning it over(the key)? Also if you have a lot of keychains, that might actually make a small amount of interference to the system reading the code from the chip on the key. Not sure about that, but worth a shot!

LX did not have the ignition immobilizer in 99...
