I had a problem similar to this. Every time the temperature outside would drop below 40F, the idle would start going up and down.I checked voltages and resistances on sensors, checked EGR, Positive Ventilation System, and performed other few things. The problem was still there. A few mechanics looked at it. They recomended to replace sensors, and Blah...blah...blah. This thing drove me crazy, but I was determined. I made things my way. It paid off.
I removed the throtle body (very easy job), and cleaned it goooooood with carburator cleaner. I found a little port with opening behind the throttle plate on one side, and next to the idle regulator on the other. It was restricted by dirt and carbon deposits. I cleaned it goooooood, and reinstalled the Throttle Body back in it's place.
It has been a year since. The car runs like a swiss watch.
