Theres a seal where the distributor and the distributor cap meet up. More than likely its either gone or dry rotted allowing moisture into the distributor. Take the cap off and look at the distributor. You should see a groove on the outter edge with a formed O -ring type seal in the groove. If its dry rotted it needs replaced. Should be able to get a new one from Honda for a few buck
