Sorry if I lead you down the wrong path. I'd convinced myself the TV-A was bad.

In the manual, line 19 goes to the charcoal canister and to a check valve that then leads to the EGR control valves.

I'd trace the line back a ways and see where it tees off, then pinch the line on either side of the tee. You could also disconnect #19 at the charcoal canister to check that piece. I believe that #19 is a vacuum source, and unlike my earlier thoughts, by pinching it, you're eliminating a leak somewhere, and the vacuum can then get to the FIU. You could check this by getting a piece of hose, attach it to the FIU, and suck on it while the engine is acting up. Or get a small vacuum pump/gauge to check it.

That's one problem with older carb versions of Hondas - one small vacuum leak can drive you nuts....hope this helps, Glen
