Yes there could be somthing wrong with the #19 line.. I accidently broke a stem on my 93 accord throttle body and I have 4 lines and only 3 for the vacum line were used.. When i broke one stem and tryed to fix it the check eninge light would come on and when i tryed to keep it on the gas it would putter and stall out.. some times if i squeezed the hose in the broken hole the light would go off but the car would still putter and the idle would be low at first but if i pulled the line out of the hole the car idle would rise then stall out.. Its the #19 line it must not be sucking in the right amount of pressure.. I had my line re routed to an un used stem on my throttle body which was the 4rth line and then car runs great no putter, no black smoke nor idle problems. Check a hynes book and find out if you may have secondary lines you might be able to use..its a simple problem to be fixed...good luck
