The "funny smell" is probably coolant. Are you sure none of the hoses or the radiator itself isn't leaking? If you had to replace one of the hoses because it had a hole in it, its possible that the radiator may have developed a small crack. You should be able to see this by looking at the splash guard under the radiator. If its wet, you have a leak.
Checking to see if the fan itself is working is pretty simple. Remove the connector from the fan and run jumper wires from the battery to the fan. The fan should work immediately. If it doesn't, it needs to be replaced. More than likely, its something else. I recently had a similar problem and spent a lot of time on it, so I can help you troubleshoot this.
