You are right that a number of areas were the military has pulled out have done just fine...areas that had a booming ecomony reguardless, such as areas around the former Ft. Devens, MA and Ft. Ord in Monteray, CA. I know of some others that still struggle though...places that have lost bases in Upstate NY are a good examples there, but I don't know that THAT is a good enough reason to keep places open, infact I am more inclined to believe that it isn't. If you look at it from the point of keeping a base open for the sole purpose to boost an area's economy, then that really isn't much different than using tax payer's money for subsibies is it. People will find other ways to do things and are always better off when they don't have to rely on the gov't for their support. It is harder for those who are used to something though and have relied on it for years. Change is never easy. Thanks for the scriptural references though about preemptiveness. I will refer to them and study them out more.
