I agree with Tanya about the local TV stations. Many of them anymore love to have these human interest stories that tug at the public's heart strings. It depends on how much energy you have to spend on getting someone to respond because it can be like hitting brick walls all over until you get to someone who will listen and take action. How far are you from the Best Friends Rescue in Utah? I know that I have heard some negative things about them but I have heard more good than bad. Maybe try them to see if they have any ability to force the local Animal Control or other officials to take action.
