The first set (shown relatively early in Fair Winds as Harm starts to pack his things):

We The People
Full Engagement
Gypsy Eyes
Goodbyes

Those four scenes were all about Harm and Mac's growing relationship. They were about the things that drew them together and times when one or the other of them acknowledged a strength in the other.

Second Set (shown after Harm's conversation with Mike Roberts):

Two scenes from ATWII - The bathtub scene and the "I think you know why"
Yeah, Baby (I think that's the name of it. It's the episode where they first made the baby promise.)
Lifeline (the kiss, of course, though I still wish they hadn't truncated it for the finale)

These were times when they both skirted the issue widely. There was an undercurrent, but neither one was really ready to open themselves up and take a risk on the relationship. In other words... they danced around their true feelings.

Third Set (shown just before Mac goes to Harm's apartment):

Boomerang (the benighted ferry scene that still makes me want to scream at Harm)
A Merry Little Christmas - Mac tells the judge that Harm's the type of man she'd like to have as a father to her children
4% Solution (the flashback to AJ's dining out when Harm tells Mac that he's still willing to follow through with the baby deal)
H&FII again - the scene on the beach.

Nice balance here of times when one or the other has tried to let the other know what they felt, but the message (for whatever reason) wasn't received.

Also, and of special interest, is the way the final flashback ended with the scene from H&FII with Harm's comment to Mac of "When you're ready, let me know." - leading nicely to her showing up at his apartment. The message was - I'm ready.

All in all, I'd have to say somebody spent some time choosing exactly which scenes should be used for the flashbacks and, imho, they did a fantastic job.
