If I remember correctly, military personnel can't be married to someone in the same chain of command as themselves. Harm and Mac were both JAG, and had the same MOS. Also Harm had just made 0-6, while Mac was 0-5. Also as an 0-6 Harm would be in a command position. 0-1 through 0-5 are well I don't know how to put it, but regular?, Their officers with plenty of responsibility and leadership, however 0-6 and higher, are the leaders of the leaders, and unless the relationship began before one was promoted, it could be considered fraternization and they could both end up in trouble.

But then again that usually happens anyway.
