I have heard that you can test for cannabis use in the blood (ie, you'd know that a person had a joint around an hour ago)--don't know exactly what the test consists of, but if they can detect cannabis levels in blood, they should be able to provide a range of levels which would be considered "intoxicated".

And this is with it being an illegal drug. Making it legal won't change the number of people who use drugs as a crutch, and it sure won't make pot more available to anyone.

I'd guess they come from countries where pot was legalised/decriminalised.
