That doesn't make much sense to me. If you want to penalize people for not wearing seatbelts, then you aren't supporting the choice to not wear seatbelts. How is that different from the law? There isn't some little green gazoo guy who sits on your shoulder and forces you to buckle up. If you don't do it, and you get pulled over, you have a financial penalty to pay. It's that simple.

I'd rather have a law, because it backs me up when I say "my vehicle doesn't move unless everyone has their seatbelt done up". Doesn't make me look like the heavy when inflicting seat belt use on my passengers. Of course if you don't want to wear yours in your car, then I don't care.
