BTW, I would also add that those who can kill or maim others if their attention lapses should also have their reflexes, reaction time, and hand-eye coordination regularly tested. And other lifestyle factors that cause risk, like eating junk foods that contribute to heart disease and diabetes, should be prohibited as well.
