They could also kill members of the public. Thus they would fall under "etc."

Drug tests don't just test if you are high on the job. They test whether you got high last Friday night, or during your vacation, etc. I think the test here should be the same as for people who drink alcohol. If they are obviously impaired on the job, then take action. But we shouldn't test whether their urine shows traces of a drug any more than we should determine whether a teacher had a couple beers over the weekend.
