This is being done of sorts already in the public sector; My eldest is highachieving/IQ, we chose to put her into an experimental class of sorts this year, which will go district wide next, her needs were met. School at least here in the suburbs are bending back to the GT days which had been out of favor for so long, but now they have reconfigured into "excelleration" and melded classes. So for example dds class had highachieving, average as well as some minor learning disabled kids, the difference however is that she had 2 teachers for a class of 23, so she was able to go off and do research projects with some guidance while the rest of the class was working on the english language arts preparation (state test)

I'm out in the burbs so for the most part if you make a stink, rile a few feathers or "gasp" go public you will get what you want...LOL

This was NYS intent when they started the performance standards, they would penalize those schools which were not performing well, bolster those that needed it. In essence leveling the playing field. Unfortunately, what this has created is statisticians who can make some districts "look" better than they are.
