What about finding a trainer to work with Casper so that he plants his feet when he is scared rather than bolt? I had an arabian as my first horse and the trainer that finished him out for me told me that they should not bolt but rather plant their feet. Even though I've never had lessons, I'm a pretty good rider and I don't know that I could "keep my balance" if a horse bolts. It's a bit easier with correct breathing and checking your seat fairly often as others have said, but I still think a trainer may have quicker success with less physical pain for you. I don't know how your money situation is though. In the past I have been fortunate enough to find a good trainer who would trade hay for services - just an idea. I don't think you should give up though. If you can't afford a trainer, maybe you could talk to a trainer about how train him to plant his feet rather than bolt.
