Subject: Abused dwarf miniature

I have a question. There is a dwarf miniature horse in a petting zoo that I know about. She is kept in a stall that is just big enough for her to turn around in, and her hooves are too long. She is being fed all day long by hundreds of people, which will kill her at her size. She is only 23 inches. Would this be a reason for a humane society to sieze her from her owners? I really think they should but I need more opinions. The owners won't sell so I want her out of the petting zoo. Dwarfs are not breeds, they are horses with disorders who live in pain. Their hooves are supposed to be trimmed more often than normal and they need extra care. I'm really mad at the owner.
Also, if anyone knows about a place in california that will take the horse and let me have first rights to adoption, PLEASE LET ME KNOW! Most people don't know how to care for a dwarf but I do so I was hoping I could find someone who gives first rights to adoption to the person that reported the horse. Someone told me there were places that did that but I don't know of any. thank you! ~~Jessica~~
