Subject: How to improve quality and health

Not to start a fight or anything, but I've been mulling over ideas on how the breeders could improve their dogs and offspring.

One thing I thought up was registries rules. Do you think it would help improve the quality, health wise, if Registries required proof of certs (example, pinnhip or ofa and vet health certification) on sire and dam to register the litter produced?

My thinking is that if people had to send in the proof of testing in order to register their pups, it would really cut out or at least down the puppy millers, cheaps and uncaring "breeders" out there.

What are your thoughts?

(this is meant as a constructive conversation. Not trashing anyone, bashing or meant for arguments.)
