I'm sure a rough sawn 2x8 hemlock will be fine even at 2ft centers. If you are in a high snow load area you might want to do some checking with the building codes in your area but other then that 2x8 spanning 14ft is fine.

HOW? How to what? Get the rafters to sit on the wall?
