Subject: Is it necessary to remove the old shingles before re-roofing?

My home inspection report stated that "the 2 tier shed style asphalt composition shingle roof...has one layer of 3 tab cut asphalt shingles...is original to the building age or approx. 26 years old. This roof is beyond its normal and anticipated service life. Immediate roof replacement is recommended. Defects include: shingles have evidence of advanced age and deterioration noted as cracked and broken shingle tabs, worn gravel coat, perforations and brittle shingle surfaces. The upper roof edge has holes to the plywood subfloor. The lower roof has a section with shingles slipped out of position from fastener failure. Immediate reroofing with new materials is recommended."
I got an estimate from a roofer and he said all he needs to do is put new shingles on top of the old ones. Does this sound like sufficient repair based on the statements above, or should the old shingles be removed prior to installing the new??

Many times it is possible to go over an existing layer of composition. Your old roof needs to be a flat surface to go over it. If it has a great amount of moss growth on it, it may need to be cleaned before installing a roof over it. If the shingles have curled real bad your roofer will want to trim some of these shingles to flatten the surface. Its always preferable to remove an existing roof to access the roof deck for possible repairs that might be necessary if the roof has been leaking but for many budgets this is not affordable. Make sure to get a written workmanship warranty from your roofing contractor. You should be able to find a competent contractor that will give a 10yr workmanship warranty with an installation of a 30yr laminate composition. Make sure you have them cut the gable back and install a Gable Metal CLICK over the old roof before the new roof goes over it. Make sure that you get this all in writing. You'll also want them to install all new vents and pipe flashings. The old roof to wall may be reusable but they will need to install new step flashings. Skylights and chimneys in the middle of the roof should have new flashings installed around them also.
