If it gets too cold or starts raining you have the house put on a lead jacket to keep it warm and dry. It's the same principle that a framer uses when he cuts a board short and tells the new guy to grab the board stretcher out of his truck.

It's quite possible that whatever you are referring to is called something else in this part of the country. What roofing product requires it's use? Is it used in commercial or residential roofing? Considering all the products and all the uses for lead couldn't you have been a little less vague?
