That was pretty much what I thought about Particle shields. I just wanted to use the Nav Deflector for Trekkies so that they would understand that difference. Particle shields could (if strong enough) neutralize both phasers (which use nadion particles), and photon torpedoes (which is matter), and any enegy imparted from the detonation of a anti-matter warhead or NDF from phasers would be deflected away by the Ray shields. But I do have a question. Did the Trade Federation droid control ship either lose, or just not have Particle or magnetic shields? I only ask cause it would then answer the question of how Anakin's starfighter was able to fly into the main hold so easily. It is well known (and implied in ANH) that Ray/Energy shields will not stop matter or particles. So maybe the Droid control ship only had Ray shields up. I would assume The Death Star or any starship could not have particle shields around their exshust vents or engine exshaust or they would prevent them from producing thrust beyond the shield perimeter. This would explain the Death Star's flaw. It states that that particle shileds must be lowered to launch missiles or fighters. So they must work in both directions.
This might indicate a tactical weakness, how would they overcome it?
