yes, they could have, but their sensors would have been limited as well

They could carry TIE Defenders if 1 or 2 elite squadrons were around. I don't know anything about this TIE fighter PC game, but according to the expanded universe the TIE Defender still lives on, Former Director of Imperial Inteligence Yassane Isard had the engineering plans for them and built several squadrons, all those squadrons have not been accounted for and fore planning woman that she was, she would probly have a production plant secreted away somewhere. Sienar Fleet Systems also has the plans for the TIE Defender

Standard Imperail sensors have never been shown to have difficulties in nebulea.
