What that ment is that the Captain looks better for doing it, for standing up against the Communist system for which he/she works. To make them look better, to save lives they must DISOBEY the ALMIGHTY Prime directive! Those captains can get thrown out of Starfleet for doing stuff like that. But the military tribunal will see that the Prime Directive is flawed, fatally, and that is where the problem is and just say, don't do it again.

The Emperor told them too, the current Imperial Leadership buys shielded fighters, doesn't even design super-weapons, and hasn't gone to war or initiated an unnessisary police action 10 years.
