The tacticle defletor shield is designed as a form of basic defense which theyv'e enhanced over time to include antiproton and chronometric particles being dispursed by the main deflector into the shield grid. They would need the this type of defense against someone who would use a weapon like they did in Star Trek: TNG "Best of Both Worlds" which I would speculate to be just as powerful as a turbolaser cannon and after 8 years I would assume they would have developed a defense for it and that may be what it is used for. Also since that time theyv'e developed Quantum torpedos and various subspace weapons as well that would be effective against the empire.
