I don't think so. We know that a good engine blast 'may' break a tractor hold. We know that a short hyper can do the same. In all likihood, a short warp hop would be enough to break free. According to the Star Wars website...

"Offensive tractor beams are generally mounted on large vessels, as they have tremendous power requirements and large crews. The huge Phylon Q7 tractor beams found aboard Imperial Star Destroyers require a crew of ten to properly operate. Tractor beams mounted on small vessels generally cannot arrest the momentum of a moving target, but can inhibit maneuverability."

An Excelsior class ship is considerably longer and wider (though not as high) as a Nebulon. Given the info from the website, it seems doubtful that the Nebulon could hold the Lakota. Finally, given the SSD tractor ranges shown in RotJ and ANH, the Lakota would have to be very close to get caught in the first place. (BTW, I know the DS tractor worked at longer ranges, but that might have been a lot bigger and had a lot more power behind it.)
