In ST:TMP, when V'Ger had the Enterprise held in a tractor beam and Kirk tries to break free Scotty warns that if they didn't break free soon it would damage the warpdrives, i.e. main power. It is all realative to the size and power of the ship using the tractor beam projector. A borg using a tractor on a Galaxy class would be much more effective than a Nebulon B Escort Frigate using one on an Excelsior class. Like a ISD did to lukes X-wing. In my opinion If you overtax your engines trying to break out of a tractor beam you could damage your main drive either warpdrive or hyperdrive.
