Debateable. We never saw it actually happen, but then it was never stated that they couldn't. It could be argued that since it is impossible with a normal cloak, it would be impossible with the phase cloak. However, that doesn't necessarily hold true. A phase cloak is a different device that operates on entirely different principles to a standard cloak, and so there is no guarentees that it would also have the same limitations. Unless there is any negative evidence, my feeling would be that yes they can.
