This is how it has always been in QR pools, or at least mostly. Check MWC 2004, and you'll find one powerhouse team in each QR pool. It makes it fair this way. If all of the powerhouse teams were stuck in the same pools, then a few of the best teams would get eliminated.

I also hope that more teams join up so more teams can advance from the QR pools, but we've got to do our best, no matter the circumstances.
