I was shocked to read about IL taking the State to court for wrongful termination even when he was only transfered to a different department still as a Secretary. People like him contribute to the corruption that goes on in PNG.

Chief Secretary’s post to be abolished
THE Government will bring legislations in the July session of Parliament to abolish the Office of Chief Secretary and Central Agencies Co-ordinating Committee (CACC).
The Government has started the process with the creation of ministerial sectoral committees in a proposed restructure following the dismissal of Chief Secretary Isaac Lupari.
Public Service Minister Peter O’Neill told The National yesterday that the National Executive Committee had directed direction to the administration and social ministerial committee, of which he is chairman, to work on the restructure.
“The committee has been given direction to review the management structure with regard to the Chief Secretary’s position and CACC,” he said.
Mr O’Neill said it is widely believed both within the public service and the political leadership that these two structures have become an impediment to delivery of Government policies.
Ironically, the Office of Chief Secretary was created when Sir William Skate was Prime Minister and Mr O’Neill was president of Skate’s People’s National Congress party.
Mr O’Neill was not a politician at that time but played an influential role in Skate’s government, including being chairman of the PNG Banking Corporation Group.
Mr O’Neill said good Government policies since 2005 had been implemented on a piece-meal basis because of continued interference by these two structures.
He said with these two posts out of the way, the Government would be reverting to a structure that would empower sectoral committees.
Sectoral committees have already been set up.
One such committee is the National Planning Committee chaired by the Deputy Prime Minister.
It comprises all coalition partners who have been tasked to review the Government policy to ensure the implementation process is carried out in a timely manner.
Other sectoral committees are Law and Justice chaired by the Attorney- General, Economic Committee chaired by the Treasurer, Infrastructure Committee chaired by the Transport Minister, Gas Committee co-chaired by the Deputy Prime Minister and Petroleum Minister and Administration and Social Committee chaired by Mr O’Neill.
“These committees have been tasked by the NEC to provide linkages between policy-makers and public service machinery that will implement Government policies,” Mr O’Neill said.
He said apart from these, inter-governmental committees are also in place to complement the work of the ministerial committees.
Mr O’Neill said the Bill would go before Parliament in July and all documents are now being prepared by the Department of Personal Management, Attorney-General and the First Legislative Council.
