Kandep polls were smooth, says witness

A WITNESS yesterday told the National Court in Mt Hagen that elections in Kandep went smoothly but votes in eight ballot boxes were not counted because those boxes were hijacked by candidates Alfred Manase and Kenneth Andrew and were considered tainted.
Witness Joel Sandal is the first defence witness called in for the election petition filed by Mr Manase, challenging the election of Minister for Works, Transport and Civil Aviation Don Polye.
Mr Sandal is from Gine village in the Marian local level government area.
His evidence contrasted with that of the witnesses who were called in during the past five weeks by petitioner Mr Manase.
He said proceedings went on smoothly from the pre-count in Wabag on July 2 to the end of polling on July 5.
He said the ballot boxes were transported on Electoral Commission’s hire vehicles under heavy security escort to each polling areas.
Mr Sandal denied that there was a protest and a candidate was assaulted by the security forces at Kandep station on the morning of July 3 when questioned by lawyer Paul Mawa for petitioner Mr Manase.
He told the court that he was present at the Kandep station around 7am and left for Gine around 2pm but did not see any thing.
Mr Mawa asked the witness during cross- examination why he recorded inner tag numbers of some ballot boxes but failed to record the outer tag numbers on July 5 at Kandep station when the security forces loaded the ballot boxes into the vehicles to take them to Wabag after the polling.
The witness replied that the security forces moved the boxes out fast and he had no time to record the outer tag numbers.
Mr Mawa asked him why the ballot boxes were not counted on July 6 after they were transported and locked up at Wabag police station.
Mr Sandal replied that he did not know why the counting was delayed.
When Mr Mawa put to the witness that counting was delayed because of too many complaints made by candidates regarding the polling, the witness said he did not know the reason.
He said votes in 62 ballot boxes were counted from July 11 to 14 at the Wabag counting centre, with Mr Polye declared winner.
The trial continues today.

How can Noel Sandal (cousin brother of Don Polye) be at all polling boots at any one time???? He must be a god (a clone of evil incarnate Don Polye himself). You can't generalise in the court of law...this is what they call in legal terms "hear-say" which will not materialise. Poor thing!!
