Papua NEw Guinea's senior magistrate, Late Apo Kapo was willfully murdered by the West Irian Refugees camping at Ela Beach.
Mr. KApo's car slipped off the road on friday night which headed towards the refuggee camp. That little incident has not hurt anyone but was killed instantly by the refugees.

Engans and Papua NEw Guinea will miss a great man.

This is truly shocking for me as I knew the late Aipo Kapo personally as a loving father, humble leader, professional legal eagle and respectable citizen. The last I saw of him was beside his tucker shop adjacent to the POM General Hospital in early 2005 and the news hasn't sunk in well!! I'm stunned!

He will be sourly missed! My deepest condolences to his family!

Too much booze kills!
He met his fate while on drunk driving in the wee hours of the morning at 3 AM into the Ela Beach temporary refugee site.

He is known to be a compulsive alcoholic. Learnt Engans should be WARNED. Use your coconuts when drinking and drink moderately as a professional and don't over booze yourself to early death.

1, you sound like a perfect man living a dream life. Cappo's accident was no reason the refugess could have murdered him. Car accidents happen anytime and some may be due to driver carelessness and other times it can be due to mechanical faults.

Whatever the cause of the death, it is Engan Culture not to sing and make bonfires when someone is mourning if you are a neigbouring tribe. 1's comments are no different to a neigbour singing out of joy on Cappo's death. Your smart comments are insulting to some of us related to the deceased. In the true Engan passion you deserve a tamiok across your mouth.

1, how can you say that we Enga and the country is mourning for a great leader of this land.
It takes decades to build a man of his calibre.

And you must also understand that his car slipped off the road and the car just slowly moved down the camp but no one was hurt. not even a pot, or a cup or spoon was touched, but yet he was wilfully murdered by these holligans from the nation of Indonesia who are living and feeding on our land.

Next time, pls 1, use you common sense. Only stupids make such comments.

1 may be correct but don't you have any sense of sorry? This man is dead and we should be passing our condelences instead of putting in what he does!

Salim tok sore tasol! Yes you a right in saying that he is a heavy alcoholic! But at least pasin Enga be shown here to share the sorrowness of his dead with his family.

Numapo slams attack on Cappo

CHIEF Magistrate John Numapo has strongly condemned the attack of one of his senior magistrates and urged police to investigate the matter and arrest those responsible.
This is a matter that the police investigators in Port Moresby are treating with immediate and special attention and metropolitan Supt Fred Yakasa told The National late yesterday that arrests and charges were likely to take place today.
He said this follows initial interviews of a total of 37 prime male suspects last weekend and yesterday.
The interviews were part of the investigation into the killing of Ivo Cappo last Saturday.
According to Supt Yakasa, some of prime suspects are as young as 16
Meanwhile, Mr Numapo, speaking from Honiara, Solomon Islands, where he is currently on an official trip, said: “I condemn that attack in the strongest term possible and urge the police to quickly investigate and arrest those responsible.”
He added that “it is with great sadness to receive news of the death of principal magistrate Ivo Cappo”.
Mr Numapo said the Magisterial Services had lost one of its most experienced senior magistrates in Mr Cappo.
“It will be difficult to replace him.”
Mr Numapo added that the loss came at a time when the Magisterial Services could ill-afford to lose magistrates.
Mr Numapo was in Honiara to hold discussions with the Solomon Islands’ chief justice Sir Albert Palmer, the permanent secretary for justice and minister for Law and Justice to review and discuss the memorandum of understanding between the PNG and Solomon Islands governments on the deployment of PNG Magistrates to Solomon Islands under its Judicial Assistance Programme.
Mr Numapo’s call was echoed by a statement from both the president and general-secretary of the Amalgamated General Workers’ Union, who called on the National government to “act swiftly and promptly to apprehend those criminals who had unnecessarily taken one of the country’s faithful serving sons who contributed towards delivering justice.
Helen Are’e and Andrew Kandakasi had expressed their disappointment in how the Government had dealt with the refugee issue.
Meanwhile, Engan leaders met mourners, who gathered yesterdays outside the Kone Tigers Oval in Waigani, praised the family and relatives of the late Ivo Cappo for their continuing good behaviour in maintaining peace and not taking the law into their own hands in retaliation against the death of their own.

Port Moresby is the national capital of PNG where refugees, other nationalities and all of PNG dwell.

According to this report, "Men who were not part of the refugee group attacked Mr Cappo, throwing stones at him and killing him but "one or two of our boys" were also involved, he said.

I was saddened to hear Mr. Kapo's death. I have heard from my brothers living in POM that he is a down to earth man who has heart for everyone. He will be greatly missed by my brothers and on the other hand he is great loss to the family and friends as well as the Makol tribe of Lagaiam.

He was decribed by my brother as a great family man who love everyone. He loves to be with people of any caliber and shares what he has in his pocket with anybody.

I hope he has truely live the Engan way of life until such a time of uncertain dead leaving the family in great sorrow.
On behalf of my brothers living in POM and my family members I convey deepest condolence to his family at this time of great sorrow.

Four in court on murder charge

FOUR West Papua men have been arrested and charged with the wilful murder of Principal Magistrate Ivo Cappo.
The four suspects were rounded up with other refugees and taken to Boroko police station where they were screened and then interviewed and arrested by Criminal Investigation detectives.
The four men appeared briefly for mention at the Waigani Committal Court yesterday.
Charged were Christopher Waromi, 23, from Ambai villag, Serui in West Papua, Arno Kafiar, 19, from Ruar village, Biak, West Papua, John Kumarra, 23, Urufu village Biak, West Papua and David Koivi 19, from Demon village Demta, West Papua.
It was alleged that on October 20 the defendants were at Ela Beach next to the ADF building, sleeping in their make shift tents showing their grievance after they were evicted from 8-Mile settlement.
Between the hours of 2am and 2.30am, Mr Cappo after attending a function at Crowne Plaza hotel got in to his car together with a relative and headed home. They drove down towards the Bank of South Pacific Bank and then turned left. While driving past the Town police station , the car ran off the road.
The car according to the defendants crashed into their tents. They were all asleep at that time. The defendants after waking up from the sound of the car realized that the car was already inside their tent and then it reversed in to the other tent. After seeing this they attacked the driver and his passenger with rocks and small stones, killing Mr Cappo instantly.
Mr Ivo Cappo was 65 years old and came from Suringi in the Laiagam district of Enga Province. He was married and had nine children and two grand children.
Mr Cappo served as a magistrate for more than 30 years. He was one of the first in the Magisterial Services to be appointed as a sole Commissioner to an Inquiry looking in to the affairs of the Post and Telecommunication Services in the early 1990s.
His last posting was at the Port Moresby District Court as Principal Magistrate.

Engans in Port Moresby should've done it the engan way and wipe out all these illegal aliens who were residing at Ela beach. But I am glad our Engans did the right thing and didnt take the law into their own hands.

May these perpetrators face the full penalty of their animalistic actions poetic justice- imprisonment for life for sure.

He is one of my tambus and my deepest condolence to his family in this time of great grief. May his soul rest in peace.

What are we doing here, it is not time to talk. They are there, let us go and kill them all and we talk later.
That was how one Engan suggested they take revenge on the West Papuans who were allegedly responsible for the killing of senior magistrate Ivo Cappo.
Another said whats all this nonsense (peace talks) here about. We have to get things done first, I dont like the way we are talkingwe are wasting too much time.
There was an irresistible applause of approval from the crowd in response at Kone Tigers Oval in the national capital on Monday morning where friends and relatives of Mr Cappo gathered to establish the circumstances leading to his death.
Many were heard complaining that it was customarily wrong to sit back and talk about the death of a leader, particularly after he was murdered by people they called strangers.
They said revenge ought to take place before peace could be negotiated. In other words, in the archetypal Enga tradition, when a leader of Mr Cappos calibre was exterminated in the manner that was done, there must be retaliation, mainly payback killing.
This, according to their belief among others, is to uphold tribal power on defending property and lives against rivals.
They also think a justice is rightly done to the relatives of the victim when a killing is executed in retaliation.
This was confirmed by the words of Lagaip-Porgera MP Philip Kikala when he said: If this was in Enga, a tribal fight would have resulted without wasting time.
There was no doubt that such a deed was proposed with devastating support, but it was not enforced.
The idea was robustly opposed to the resentment of the majority of the relatives since the brutal murder of Mr Cappo until today.
The foiling of the traditional payback killing, which rarely happens in a classic Engan society, particularly when a person died under circumstances similar to that of Mr Cappo, was driven by a group of educated relatives and leaders of the Lagaip-Porgera community in the capital city.
Indeed, Engans who would like to promote a good image about their province, the law enforcing bodies, and the parties concerned with the plight of the West Papuans should give any credits that may due to senior state lawyer David Lambu, community leader Wallen Laipen, Mr Kikala and others that resisted such plans.
Pointing his fingers at one of those who advocated payback killing, Laipen said: This is the capital city of the country, not your village in Enga. Will you be around to face those who front up after causing all these problem? No, you will go into hiding and I will be there to face them.
That is why I do not want such plans.
Mr Kikala said Mr Cappo was one of the pioneers of modern education in Enga, particularly in the Laiagam area and any problems caused would not do any good to his achievements. Late Ivo Cappo was first to be educated, first to get a job, first to be promoted in the public service and a first magistrate as far as our area is concerned.
This beautiful story that he left behind when he was killed must not be stained by any criminal actions, he said.
He said it was in the best interest of the public including the majority of his relatives, friends, colleagues of the justice sector and state authorities to allow the due process of the law to deal with those responsible for the death of Mr Cappo.
Mr Kikala also thanked community leaders from their area, mainly Mr Lambu and Laipen for doing a laudable job in suppressing illicit schemes including payback killing.
I am so grateful that our leaders, mainly David and others have done a wonderful job in keeping our people under control.
This must continue, particularly while we are living in a community with a mixture of people from different cultures and races, he said. He said traditional practices that were conflicting to the laws of the country and other ethnic groups way of living should not be practised in the city, adding it was time the leaders of different communities taught their people to discard practices that were inappropriate in contemporary PNG.
Mr Cappo from Laiagam area in Enga Province was a principal magistrate at the Port Moresby Court at the time of his brutal killing last weekend.
He was described by many as a down to earth person who mixed well with the grassroots population in the streets and settlements of Port Moresby and many places including Mendi in Southern Highlands Province where he was working in his 40 years of service to the state through the PNG Magisterial Service.
He is such a humble person who would always like to help the small people.
Those who know him will miss him for a long time, a close friend and Imbongu MP Francis Awesa said.

From reliable sources, I heard the following:
1. The West Papuan Refugees knew Kapo before they stoned him to death. Kapo's death is related to the court's systems failure to rule some cases (I don;t want cases) in favour of the Refugees settlement at the 8-mile and Ela beach.

2. Soon after Kapo's death, his clans and tribesmen (not those leaders stated on Post Courier's weekend edition) went to 4-mile police station looking for any West Papuans to kill them. The camp that was set at the 4-mile police station did not accomodate any of the refugess...they just broke and burned the camp. Rumours are going around that Motuans and Papuans are accomodating them...Kapo's family are still hunting for them...The police is tight-lipped on the whereabouts of these refugees because they and all of PNG know what Engans and Taris can do.

I won't be suprised when it is reported anytime this week that Engans have mass-murdered some of the refugees.

1. Kapo's 'kumand' (killing of pigs) will be done tomorrow (Monday, 29 October 2007)

2. Kapo's body will be flown to Enga for burial on Tuesday (30 October 2007).

Anul1, thanks very much for the update! I recieved news from a different source claiming that the late Mr. Kapo's body would be set for public viewing at the Gordons AOG church on Tuesday (Oct. 30) and then flown up to Laiagam on Thursday (Nov. 1).
But I guess to avoid deterioration of the body, I'd rather stick to your update. The quicker the better!
The loss of our leader (late Aipo Kapo) is truly tragic and there is nothing we can do to bring him back no matter how many innocent lives we take. It would spoil his image, reputation and good name! I really hope your premonition doesn't come true. Mass murders should be a thing of the past for us Engans. We should accept that POM is a city inhabitated by different people with a mixture of cultures and ethnicities.
The law will take it's course and those accused will be brought to justice. Our leaders are doing all they can to curb any bloodshed though I understand things are still pretty tense in POM at the moment..

KLagaip is on spot...Kapo's body will be flown to Enga on Thursday.

There has been a change in plan to repatriate his body to Makole land Hamerale from POM via Hagen.

There is an emerging twist in the death of Mr Cappo.
Material witness say that Mr Cappo was hunted down by a POLICE CAR when he left Crown Plaza to head home.

The West Papuans are being used as a scrape goat here.
This can be justifiable considering the brutal manner in which he died for a "near miss".

At least one of the policemen is being arrested and is being questioned.

There appears to be some well organised plot to take Mr Cappo's life - incidently that was the time they executed it .

The only other passenger that was with Mr Cappo at the time of his death has reportedly gone into hiding. It was reported that he never sustained any injuries.

So there you're people. This appears to be a serious crime plot that will require extensive investigation.

Don't believe in any of this load of rubbish....mere fabrications and allegations with no solid proof....in Enga terms it's nothing but 'tiptipu pii' or tok straight from the pit.

Mr. Cappo is dead and we all miss him, the laws of the land will deal with the murderers. His relatives have made their point through the petition and it's clear.

Life goes on.
