Mate, if the Enga government is adamant on outright selling of the land then I would vigorously oppose it just like all other Engan landowners.

However, I am hoping that we can come up with an arrangement that will be suitable for all parties; the landowners, developers and the provincial government.

I think the land registration concept that is currently being proposed is a good one. Here the landowners will register their land under the governments system and can use their land to do business with the developers. The developers will sign an agrement with the landowners to operate/rent their land for certain amount of years and as soon as the due date arrive they can sell their business to the landowners or whatever they want to under the agreement.

In this way all parties will benefit and there will be less problems.
