People...Ipatas in ACTION again! Below is an article from the Post Courier. Panda Builders has been awarded the contract to build the K4 million worth BSP building! What were the tender process? Really don't know how the tender process worked out in awarding the contract to Ipatas' family company.

Banking made easy

WABAG town, the capital of Enga Province, will have a major facelift with the addition of a new Bank South Pacific (BSP) building. The Enga Provincial Government at the cost of more than K4 million funded the new BSP building to serve the people of the province. Health Minister, Sir Peter Barter. and Inter Government Relations Minister and Wabag Open MP, Samuel Abal, officiated the groundbreaking ceremony. Governor Peter Ipatas, Provincial Administrator Samson Amean, Provincial Executive Council (PEC) members and the public witnessed the ceremony held in Wabag last Friday. The new commercial building right in the heart of the town would boost the morale of the people. The contract was awarded to Panda Builders and construction gets under way this week. Mr Ipatas told the Highlands Post after the ceremony that the provincial government had realised the need for a new bank in the province. “The building was supposed to be built in 2001 but since the Morauta government suspended my powers everything came to a halt,” Mr Ipatas said. He said the old BSP building was too small and always overcrowded on banking days. He urged the people to deposit their money in the new bank so that there would be enough cash flow in the province. He said the provincial government was there to deliver the people’s needs and this was one of the major problems that would be sorted out after the building was completed. Monage, for you info: Enga is currently operating on this policy as outlined below.

Enga has came up with the "IN HOUSE" or "IN BUILT" policy. That is; for any development regardless of the value of it, only companies owned by Engans will bid for it. For instance, if sealing is required, Lorma (formely TPH) will go for it ahead of other foreign companies. Lorma can then engage other outside province companies as subcontractors. With that regards, Panada builders will surely go for building likes of the new BSP Bank and can engage Niugini Builders as subcontractors. That policy was purely aimed at keeping the money within the province. I personally wouldn't know if that's a good policy or not but that is the currently policy.

IN HOUSE Policy??? What a cheap and sort-sighted policy. Are we looking for a quality output or just playing a psycho game to blind-fold the people that the money is staying back in the province? What are the measures to really know that the money is staying in the province? Who are the beneficiaries when the money is kept back in the province?? Is it the people or the sole owners enjoying the "money staying back in the province" policy? Engans are not that blind! It's time we wake up and raise our voice. We have to get behind Mr Kundapen Talyanga if we the educated elites in the province does not have the guts to reveal the one man show in the province.
