So where are these "Barclay Brothers" based now? If they do still exist, why can't they be offered the contract?

I agree with you that Barclays is a good company. Barclays can not matched with companies like Global. Barclays is a reputed company with established financial base and not like current companies with no experience and bribing supervisors on site to compromise specification and use substandard materials.

Note: All design drawings and material specification are as per PNG standards on Roads Bridges Design and Construction. Regardless of who the contractor, they recieve the same documentation (tender & design) from the managing agency (DOW).

But experienced companies like Barclay will do variations after variations to suit shortcoming like soil condition, poor materials, poor drainage and retaining walls to do a very good job. This is how they maintain their credibility and reputation. Unexperienced companies the vice versa, and roads are doom to failure.

Now, the previous upgrade and seal, and current reconstruction was and is funded by outside donor funding agencies and is sourced and managed by DOW. Our Prov. Govt as being the mouth piece of the people of Enga should come in strongly on behalf of the people, say; exprienced contractor capability, prov. govt engineer on construction site along with DOW project managers and engineers, etc; to ensure that variations are done where required, and design and specifications are not compromise.

Why not the Prov. Govt gets some best advisors and we manage and develop Enga for the better? I will say, the current PNG Roads and Bridges Design Standard does not suit Enga or the Highlands Province. I would advise Enga or the Highlands province to come together and develop their own standards.

I personally don't care whether an individual has political motives or the Prov. Govt is playing petty politics. What upsets me very much is people are neglected and cheated on essential services, and if there is a seemly service, it is a temporary looking one and will collaspe in the next couple of years.

All good thinking Engans should not wait to become a politician one day. Lets, prepare to work together for the good of Enga now, one language like the Japanese, they did it and we can do.

.......But, we need a true people's Provincial Government.....
