This is because we allow users to set the HR lines themselves (in the Display Configuration). We used to have it set so leaving the option blank defaulted to a normal line; however, because we wished to allow the option of NOT having a line, you must set the HTML yourself.

In the Display Configuration, the HR option has two examples.
