Hi Morten,
Believe that a lot of Phil’s later material doesn’t belong to the record company as a lot was recorded while he was out of contract and that adds to the legal problems.

Maybe anything he recorded that they paid for the studio time does?

Have also heard the story that there is not enough money to be made from the material to make it worthwhile for the record company to pursue.
A great shame.
