I don't have a problem writing that as a book, although what will probably happen is that I'll write more stuff on top of what I've already written, rather than make the current manifesto only more verbose.
As for the fiction rendering, I honestly don't think it will work. I suck at writing about utopias and am far better with dystopias, worlds that appear to be utopic but are really not, and normal worlds that are neither utopic nor dystopic. Besides, I'm currently engaged in co-writing a fiction novel - a sci-fi that takes place well into the 4th millennium, to be exact - which has a pretty strong left-wing, individualistic message even though it is far subtler than in your suggestion for a novel. It's still only in the very early parts, though, so I can't really tell if it's bestseller material or not.
