Subject: What strikes me as interesting about that scripture isn't the obedience to higher powers part, but the "there is no power but of God" part.

This is consistent with a monistic worldview, with pantheistic or panentheistic implications. There can be no warring dualities under such a worldview, such as those commonly viewed as taking place between God and Satan. God is only playing with Itself.
