I believe Seraph is a top notch program, better in some ways than an agent. He may also have been around for a long time and have gained much experience the hard way, whereas the amazing thing about Neo is that new skills and power come to him so readily. Lastly, Neo may have been taking it easy with him out of respect and/or confusion since Neo really wanted to talk to the Oracle and was not going to destroy Seraph unless he really felt threatened.

Of course the agent can bleed, he was programmed to look like a human, so I don't think it is a stretch that he could bleed. The remark about Neo still being human was not because of the blood. The blood simply drew attention to the fact that Neo could be hurt, that he had some weaknesses. The Merovingian already knows or assumes that Neo is human and so when he sees Neo is not perfect, he tells his minions that Neo may be putting on airs that he is some sort of a god, but in fact he is still human and can die - he is not immortal, so keep fighting damnit!

Does that sound plausible?
