It is not clear to me if you are welding with electrode positive or negative. If welding with electrode positive (so a very good "cleaning" of the material), commonly used for wedling thin plate take care that you should use thick electrodes (90 A allready require a 6.4 mm electrode) and very well pointed.
If welding with electrode negative (usually for DC welding) and the use of 99.9 Argon you will have a poor penetration as the energy of the Argon arc is insufficient to break the oxides. The arc wanders around in the manner you describe. Therefore you should use a Argon-Helium mix (30 to 50% Helium) and a doped electrode (ThO2). However this is not really suitable for welding thin plate.
I suggest therefore to go for DC with electrode positive and a thick electrode or use AC.
