For sheer offensive power, I have to agree- there's no way Subaru would easily overpower Karen. But he has quite a bit of offensive power of his own (Subaru and Seishirou destroy ACRES of concrete, steel, and wires every time they fight- no one else comes close to the kind of destruction they wreak on their surroundings- please tell me how Satsuki's steel and wires would fare any better), plus defensive power, plus the power to watch, seek, cast out spirits, enter another's mind, etc. The only DoH that shows even close to this kind of versatility is Sorata, who can also make a magical construct, and he admits, in canon 'that it would be better if an onmyouji did it'.
As nice as it is to say 'oh, they all have their strengths and weaknesses, no one's really more powerful than the others', it's simply NOT the story CLAMP's written. Fuuma very clearly wields more power than anyone else. And Seishirou can fight Kamui on even ground, as well as make illusions, turn invisible, and destroy kekkai with a spell- he doesn't even have to be present to do it. He was testing Kamui, but what's to stop him from turning invisible on any of the other Seals (or other Dragons, save possibly Fuuma) and simply ram his fist through their chest because they can't see where he is? Absolutely nothing. And that would be why, I would imagine, we don't see Seishirou take on anyone else besides Kamui (who he says he was 'testing', and Subaru, who he doesn't want to kill). Clearly, X is not a 'we're all equally matched' kind of story.
Further proof? This time directly pertaining to the subject at hand: at the battle of Nakano Sun Plaza, Sorata says that he and Arashi 'couldn't even move because the spells being used between the two were so powerful'. And that isn't all Seishirou, obviously- Subaru can move and fight just fine. So yes, Subaru IS much more powerful than Sorata and Arashi. Sorata similarly makes comments about Kamui's power, but says nothing when fighting beside Yuzuriha. That, combined with the scale of destruction he is capable of and his versatility (she can... turn her dog into a sword! I suppose that's one step up from Arashi), it's also very clear that he's much more powerful than Yuzuriha as well.
That leaves Kamui, who I will agree with you, is more powerful than Subaru, and Karen and Aoki. We don't see Aoki do much fighting of his own... but we do see him fighting alongside Arashi, and he's not using spells too powerful for her to move. Perhaps he's capable of them, but I highly doubt it. So now we're down to Karen. As I said, in sheer offensive power, I'm not sure who would win. But Subaru could simply do what he did to Seishirou and Fuuma and trap her within a kekkai- lacking the overwhelming power and personal knowledge of Subaru's life like Fuuma, and skill with onmyoujutsu to make a spell to break it, like Seishirou, there isn't much she could do about it.
Of course, it all depends on the circumstances, and how you want to write it. But from what we've seen in canon so far, Subaru and Seishirou (ESPECIALLY Seishirou) wield a great deal more power than most of the dragons. It's fine with the way the story works, too, because the two are mostly fixated on each other. The only time we see them fight the other Dragons is Seishirou vs. Kamui, and Subaru vs. Nataku and Fuuma. Now, obviously, as with ANYONE vs Fuuma, Subaru loses, and versus Nataku he wins- with a single ofuda no less- and Fuuma realizes it's a losing battle for Nataku, and Subaru is capable of using huge numbers of them at a time. But Subaru would rather die than kill someone himself, so he merely evades Nataku's attacks until it's clear Nataku cannot beat him. So Fuuma steps in. (And even he, I might add, can't hit Subaru with his attacks until Subaru stops moving- as we see running towards Nakano as well, Subaru is FAST, easily outpacing Sorata and Arashi- which would make him even more of a formidable opponent). Karen, in her own battle with Nataku, who does not hold the same values as Subaru and WOULD kill to protect what she believes in, presses the attack, whereas Subaru withdraws. So this battle doesn't tell us either way who would win.
Canon evidence aside, there's also a great deal of personal interpretaion involved in it, and I'll fully admit that. Subaru and Karen are two of my favourite characters, so I might elevate them higher above the rest of the Dragons than, say, a Sorata fan would, would might choose to take his comments such that Sorata and Arashi are only a little less powerful, rather than the steep divide I see. And we've seen almost nothing of Kusanagi's powers, so fans of his might see him as overwhelmingly powerful because there's no evidence to dispute it, whereas I'd put him in as mediocre at best until shown otherwise. All he does is blow up a few cables and wires. Subaru and Seishirou (inadvertantly even!) do a much greater number on much bigger wires and cables on Rainbow Bridge.
In the end, Subaru vs Karen (at least pre-sakurazukamori Subaru) could probably go either way, and still be in canon. Subaru has a much wider range of spells that would probably win him the day, but he would not fight her, much like Nataku, to the full of his strength unless he was given a reason (like he does with Seishirou). I'm willing to bet though, unless she landed a good blow on him early on (which is unlikely, given how fast that man can move), he'd probably just end up trapping her in a kekkai to end the fight peacefully.
